Flipper is the name of the SoC inside of the GameCube. The Flipper SoC contains multiple pieces of hardware all lumped into one. Nintendo claims that the Flipper package is the GameCubes's GPU, however, this is not the case. Flipper contains the GPU, but it is not, itself, the GPU.
The Flipper SoC runs at 162MHz. The various hardware blocks inside run at various fractions of that speed.
